De richtlijn stelt minimumnormen vast voor de bescherming van personen die inbreuken op de EU-wetgeving melden in verschillende sectoren, waaronder overheidsopdrachten, financi\u00eble diensten, productveiligheid, milieubescherming en volksgezondheid. De wet verplicht de lidstaten om alomvattende klokkenluidersmechanismen en waarborgen in te voeren om ervoor te zorgen dat klokkenluiders veilig hun zorgen kunnen melden en beschermd zijn tegen vergelding. De richtlijn schrijft ook vertrouwelijkheid en anonimiteit voor en voorziet in effectieve meldingskanalen, een goede follow-up en toegang tot effectieve rechtsmiddelen voor klokkenluiders. Het doel is om transparantie, verantwoordelijkheid en integriteit binnen organisaties te bevorderen en tegelijkertijd een cultuur van vertrouwen en bescherming te bevorderen voor individuen die zich uitspreken over wangedrag.
